Policy & Utility Regulation
We support efforts to incorporate affordability directly and comprehensively in state legislation and regulation, offering research and tools to guide outcomes.
States are increasingly emphasizing the importance of affordability in utility regulatory decision-making. EMP’s research identifies procedural and analytical approaches to applying and incorporating these concepts in regulatory processes. Our work includes:
- Conceptual frameworks describing the development of various goals and definitions.
- Regular tracking of state-level actions on equity, organized into databases containing action drivers, regulatory focus area, objectives, and outcomes.
- Review of considerations and metrics from various state processes, with a focus on issues such as intervenor funding, community engagement, performance-based ratemaking, and utility resource planning.
- Guidance for utilities, regulators, and stakeholders on distributional equity analysis.
- Recommendations for advancing equity in utility regulation.
