Technical Support for National Transmission-Related Studies

Berkeley Lab has supported the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability in the preparation of every major electricity study released by the office since it was created. These include the following:

Berkeley Lab also has helped prepare independent analyses and reviews of selected transmission planning issues.

Transmission System Utilization

In support of DOE’s National Electric Transmission Congestion studies, Berkeley Lab has coordinated the preparation of technical reports on the historic utilization of the transmission systems within the United States’ Eastern Interconnection. These reports parallel analyses of historic utilization of the Western Interconnection that are routinely prepared by the Western Electric Coordinating Council. Starting in 2016, the U.S. Energy Information Administration began to make publicly available hourly information on power flows among U.S. balancing authorities, through its U.S. Electric System Operating Data Tool. In addition, Berkeley Lab has conducted reviews of congestion cost methods used by Regional Transmission Organizations (RTOs) and Independent System operators (ISOs).
