Bernie Lesieutre is a staff scientist in the Electricity Markets and Policy Group. His research interests include the development of tools to aid the monitoring of Electricity Markets and the evaluation of Transmission Bottlenecks. The ability of participants to exercise market power remains a concern for the continuing operation of existing markets and the adoption of new markets. Bernie and his collaborators are designing methods to identify participants with market power potential as those with the incremental ability to increase revenues through their inputs into the market. Importantly, these revenue sensitivities account for details of the physical electric grid and its limitations. Bernie and his colleagues are also investigating measures for quantifying the impact of transmission congestion. They are working with federal and state agencies to evaluate transmission planning methodologies that improve reliability and market efficiency and consider alternative, non-wire solutions.
Bernie joined LBNL in December 2002. He received his B.S., M.S., and Ph.D. degrees in Electrical Engineering from the University of Illinois Urbana-Champaign in 1986, 1989, and 1993 respectively. Prior to coming to the laboratory he served as an Assistant Professor and then Associate Professor of Electrical Engineering at MIT and has held Visiting Associate Professor positions at Caltech and Cornell. He is a member of the IEEE.
