Elizabeth Stuart is a Program Manager in the Electricity Markets and Policy Group at Lawrence Berkeley National Laboratory. She conducts research and provides technical assistance on demand side management (DSM) programs and policies. Liz has authored or co-authored more than two dozen LBNL reports and policy briefs whose topics include building energy benchmarking policies and labeling, ESCO industry and energy savings performance contracting (ESPC) trends and issues, ratepayer-funded energy efficiency programs and policies, evaluation measurement and verification (EM&V) of energy efficiency programs, and the energy efficiency services sector workforce. She leads development and stakeholder engagement for eProject Builder, the R&D 100 award-winning national web-based database system that enables ESCOS and their customers to track, report and benchmark their energy and water retrofit projects.
Liz is co-chair of Berkeley Lab’s Women Scientists and Engineers Council (WSEC) Networking Committee and serves on the Evaluation and Behavior Committees of the Consortium for Energy Efficiency.
Prior to joining LBNL, Liz garnered over 13 years’ experience as a project and department manager in the entertainment software industry. She also worked in the City of Berkeley Mayor’s office on the Berkeley FIRST solar financing program (the progenitor of Property Assessed Clean Energy, or PACE, financing) and consulted for Environmental Defense Fund’s Climate Corps corporate energy efficiency program.
Liz holds a Master’s of Business Administration in Sustainable Management from Presidio Graduate School in San Francisco and a Bachelor’s degree in Radio/TV/Film from the University of Arizona.
