Technical Assistance
We support energy affordability efforts by providing technical assistance to state, local, and community decision-makers as well as utilities, investors, and developers.
EMP conducts research, analysis, and technical assistance to support the design and implementation of energy programs and monitor their impact on people and communities. Berkeley Lab conducts technical assistance directly and through initiatives such as the National Community Solar Partnership, the Energy Transitions Initiative Partnership Project, the Clean Energy to Communities Program, and the Grid Modernization Initiative.
Recent highlights include examining the deferred payment loan model to help low- and moderate-income households afford energy technology improvements in Washington State; developing a framework to help regulators incorporate new goals into their processes in a New England state; assisting states developing low-income community solar guidelines; and helping regulators in the Pacific Northwest conduct an analysis on distributed energy resource programs.
