Technical Assistance
We provide training and technical assistance for state and federal decision-makers and others on energy planning and procurement.
Examples of our training and technical assistance include:
- National organizations. EMP provides grid planning training for state utility consumer advocates, state utility regulators, and state energy officials on topics such as innovations in electricity modeling and accelerating distributed energy resource deployment through grid modernization.
- Michigan Public Service Commission. After the Michigan Legislature passed a law requiring regulated electric utilities to submit integrated resource plans (IRPs) to the Commission for review and approval, the Commission requested a stakeholder training series and technical assistance to Staff.
- South Carolina utility regulators. EMP provided IRP training for Commissioners. We also provided training for Office of Regulatory Staff on IRP components, treatment of distributed energy resources, and uncertainty and risk analysis, and conducted a comparative analysis of integrated planning practices with respect to Duke Energy’s Integrated System and Operations Planning process.
- Maine Public Utilities Commission. Charged with developing rules under a new law requiring utilities to file Integrated Grid Plans, the Commission requested technical assistance, including a presentation for stakeholders on Distribution System Planning: Goals & Objectives.
- Indiana Utility Regulatory Commission. EMP provided technical assistance and a report on the impacts of distributed energy resources adoption as part of the state’s 21st Century Energy Policy Development Task Force.
- Generator interconnection stakeholders. Under the DOE’s interconnection innovation eXchange (i2X) program, EMP provides technical assistance to a range of stakeholders, including FERC, DOE, transmission owner/operators, and project developers in the form of briefings and rapid analysis on bulk power system interconnection.
- Utah Public Service Commission. EMP led a workshop for the Utah Grid Modernization Stakeholder Collaborative on quantifying locational net benefits of distributed energy resources for distribution systems.
- Western Interstate Energy Board. EMP reviewed assumptions for energy efficiency, distributed energy resources, and supply-side resources for regional transmission planning conducted by the Western Electricity Coordinating Council.
