Our Approach
EMP’s research assesses, independently or in collaboration with state regulators and policymakers, the impacts of energy efficiency, distributed solar PV, and other distributed energy resources on utility shareholders and ratepayers, as well as the efficacy of rate and financial incentive alternatives. We also conduct primary research and provide technical assistance on the design and implementation of regulatory and utility business model frameworks to facilitate their alignment with state policy goals. Finally, EMP produces reports with multiple perspectives on the future of utility regulation and business models and maintaining reliable and affordable electricity service.
