ESPC Success for State and Local Governments: ESPC Principles and Measurement and Verification Resources

This one-hour webinar presented by Berkeley Lab and the National Association of State Energy Officials (NASEO) showcases several resources designed to help state and local governments conduct successful measurement and verification (M&V) of energy saving performance contracting (ESPC) projects. The presentation also highlights the state ESPC Project and Program Principles document, which was jointly produced by NASEO, the Energy Services Coalition (ESC) and the National Association of Energy Service Companies (NAESCO).

Measurement and verification (M&V) is a necessary, but often under-utilized or misunderstood component of ESPC. It is critical for enabling building owners to enter into long-term energy performance contracts, because it is the key ESPC element that provides the basis for the contractual enforcement of the savings guarantee. This webinar highlights three documents developed to empower effective M&V for project and program success: (1) The Business Case for Conducting M&V in State and Local Government ESPC Projects; (2) Understanding Your ESPC Savings Guarantee; and (3) ESPC for State and Local Governments: Strategies for Successful Measurement and Verification of Savings.
