Energy Policy and Regulatory Expert Lisa Schwartz Has Joined Berkeley Lab as Energy Efficiency Team Leader in the Electricity Markets and Policy Group
The Electricity Markets and Policy (EMP) Group at Lawrence Berkeley National Laboratory (LBNL) is pleased to announce that Lisa Schwartz has joined us as our Energy Efficiency Team Leader. She is responsible for leading our energy efficiency research and technical assistance projects in the areas of policy, program design, implementation, and evaluation and will work closely with Chuck Goldman, the team's principal investigator and head of the LBNL Energy Analysis and Environmental Impacts Department. Lisa will also play a broader role in helping the EMP Group translate research on resource planning and acquisition, distributed generation, renewable resources, demand response, and advanced metering infrastructure into actionable information for policymakers and regulators, given her extensive experience on these topics with these audiences.
Lisa has helped shape and define energy policy issues at the state and national levels for many years. She comes to LBNL after serving as the Director of the Oregon Department of Energy, where she earlier worked as a senior policy analyst. She also served as staff lead on integrated resource planning, utility resource acquisition, and other key electricity areas at the Oregon Public Utility Commission, and was Assistant Administrator of the Oregon State University Extension Energy Program.
Lisa brings a wealth of research experience on national public policy issues facing the electric and gas utility industry from her time with the Regulatory Assistance Project. She has also served on several committees in the western United States and nationally, including the Northwest Energy Efficiency Alliance Board of Directors; Western Interstate Energy Board; WECC's Transmission Expansion Planning Policy Committee; National Association of State Energy Officials' Government Affairs Committee; National Association of Regulatory Utility Commissioners' Staff Subcommittee on Energy Resources and the Environment; and SEE Action Network's Customer Information and Behavior Work Group.
Lisa received an M.S. in Land Resources from University of Wisconsin-Madison and a B.S. in Environmental Studies from George Washington University.
