Next Version of the ICE Calculator is Now Available

February 26, 2026

We are excited to announce the launch of the next version of the ICE Calculator. This is version 2.2 of the tool and includes results from both the Phase 1 and Phase 2 surveying efforts. The ICE Calculator is now based on 15 independent surveys administered across 30 different electric distribution service territories representing nearly 10,000 customer responses. The following are some additional things to note from this update.

New features

  • The online version of the tool now has the ability to calculate 90% confidence intervals around the average interruption cost.
  • The U.S. territories of Puerto Rico and Guam are now included in the online version of the tool. The results for these territories were developed as part of separate DOE-funded projects and are based on an alternative valuation approach.

New documentation

  • The national report detailing the combined results for both Phase 1 and 2 can be found on the Help/Documentation page.
