State Revolving Loan Fund Resources   

Lawrence Berkeley National Lab supports the Department of Energy’s Energy Efficiency Revolving Loan Fund (EE RLF) Capitalization Grant Program. The Program offers technical assistance (TA) through Berkeley Lab to support states with expanding or establishing RLF programs that meet federal requirements, optimally leverage private capital, and achieve state priorities. Technical assistance offerings include direct TA, resources, and convenings for state energy officials. The resources below provide foundational information to learn about, design, and manage an RLF program, as well as case studies and sample documents.

Getting started

1.    RLF Bootcamp. View an introduction to RLF basics and design considerations led by experts from Lawrence Berkeley National Lab, the RLF Bootcamp. Recording and slides from the RLF Bootcamp.

2.   RLF Case Studies. These case studies feature six active and successful RLFs administered by state energy offices or third-party program administrators under contract to state energy offices (in Texas, New York, Nebraska, Minnesota, Michigan, and California). The resource includes an executive summary with insights across all six programs, along with individual case studies that summarize program information and contain available program documents. 

Program Design Tools and Partnership Resources

1.    RLF Structure Comparison. This resource provides a high-level overview and comparison of four common revolving loan fund financing structures used by state energy offices, including: direct lending, co-lending, interest rate buydowns, and loan loss reserves. It includes illustrative examples and an overview table for comparison across all four financing structures. 
2.    RLF Portfolio Pro Forma. This Excel-based tool enables users to run and compare scenarios for loan portfolios across three structures: co-lending, interest rate buydowns, and loan loss reserves. The tool can help answer questions such as: What is the amount of loans that can be supported for an assumed amount of RLF funding? What is the amount of RLF funds needed to support an assumed amount of loans? What amount of funds can be leveraged under different financing structures? (View a brief video tutorial of the tool.)
3.    RLF Program Term Sheets. Example program term sheets that summarize proposed RLF structure and operations to solicit market feedback from potential providers and lending partners. 

4.    Example Questions for Potential Lending Partners. Example questions to ask potential lending partners of RLF programs.
5.    Operationalizing Energy Audits for RLF Programs. This document outlines a suggested sequence of actions for states to set up a compliant and effective energy auditing approach for the RLF Program (BIL 40502) and offers tips for coordinating energy audits with upgrade and retrofit requirements. 
6.    RLF Partnerships: Building Successful Partnerships with Third-Party Administrators and Financial Institutions. This webinar delivers best practices for identifying and partnering with financial institutions and third-party program administrators for state energy efficiency revolving loan funds.
7.    RLF Partnerships: Building Successful Partnerships with Energy Auditors and Project Contractors. This webinar provides information on how to effectively partner with energy auditors and project contractors for RLF programs for state energy efficiency revolving loan funds.
8.    EE RLF Project Reporting Template: This tool is a simple spreadsheet that EE RLF grant recipients can use to track information about audits, grants, projects, and loans supported by EERLF funds to support their quarterly reporting in PAGE. It includes columns for tracking required Financial and Process Metrics for PAGE reporting and can be customized by grantees to track additional metrics as desired.

Loan Performance and Driving Uptake

1.    Long-Term Performance of Energy Efficiency Loan Portfolios. This report reviews and documents the financial performance of four large and long-running energy efficiency financing programs. The analysis presented will inform potential capital providers, lenders, and program administrators and help them assess the likely outcomes and risks associated with energy efficiency lending.
2.    Driving Uptake for Energy Efficiency Financing Programs. This report examines some of the primary factors that have contributed to high participant uptake among successful financing programs.
